This problem is from 1947 where ladakh people didnot want to be under the same state with other regions because they are majority buddhists and other side is completely muslim majority. Then congress govt just said nothing doing you will all be one state. they were also requesting article 370 abrogation which didnot happen until modi second term. Now they want to have that separation completely because there are no representatives from their group of people and are afraid that in the name of development anything can be done ani. they are in talks with govt. Govt side argument enti ante they dont want  to give statehood because to avoid any bureaucracy issues in building  something for sake for nations security and also other demands for statehood will crop up.    this is the backend story. 

Basic ga problem started with congress govt and blame is going to modi govt because they only abrogated 370 and put the control under them instead of handing the people   some kind of power through representatives.
