Classic strategy that companies use - Restructuring/Re-Org. Switch managers or make them assign new areas. Now they are not attached to their employees. Decisions become easy. Not much emotional attachment.

Usually Manager is involved in the decision making. If the Mgr is new, then old Mgr's view is taken into account. Usual ga top lo decide avthadi anta mandi ani .. then it dissipates down to different departments/teams. A lot depends on how much revenue generating/Cutting edge/important to business those departments are. They try to cut in areas that are of least important, performance based, jobs that can be sent offshore, etc.

lepeyali anukunte chepparu. manager/sr. mgr  are not too high up in the ladder. we had layoff's last year. 3 directors in our place were let go. they did not have any idea about it.

Depends on company to company. Usually there will be some hints. Directors will inquire their managers about some candidates, those are the cues. Mostly subtle.
