If they ask to sign on a form asking you to authorize them to verify your W2's, they will get caught if they submit fake W2's. 

Usually they give these tasks to some 3rd party. Call the 3rd party or recruiter and say 

"I want to understand the employment verification process for obvious reasons about data security. I want to understand the whole process end to end and see how my information will be used and by whom and how."

Based on this, take next steps. However, I would not advice submitting fake W2s ever.
