Taking Kashmir issue to UN was collective decision of Cabinet. This was reitrated by Shyam Prasad Mukerjee founder of Jana Sangh who was then Cabinet minister in Nehru Cabinet. Shyam Prasad Mukerjee himself told that it was done under special circumstance.
