With the introduction of new digital meters billing error is very low. If you see the bulb outside it is old filament type bulb which consumes a lot. There is second bulb inside. In the video itself I can see two bulbs but in post they said one bulb. They might also be using water heater.

Conclusion: Misleading post to blame govt and electricity dept.

Kaka ademi ledu ...Reading is done at onsite still.. Punching mistake can be easily by them. Happens rarely ...

Even if there is punching mistake it will be adjusted in next bill.

Not sure in AP but in TG they took reading by some scan using billing machine.
