All certificates are printed on a meeseva security paper. That security paper already have jagan schemes logo with jagan photo. So same paper is used for all certificates by default.

No the registration paper photo which is circulating is only for housing plots given by govt as part of jaganna sampurna gruha hakku scheme ( 1cent plot thing). Private registrations will not have that photo.
