CBN enduku clear cheyaledhu bro…. just lookup how much fee reimbursement bills were left unpaid by CBN, how many HealthCare bills uncleared by CBN… these are just few examples.

IN FACT BASAVATARAKAM HOSPITAL BILLS WERE CLEARED BY JAGAN as well. 
 

But to your question, contractors suffered in this regime and they are against Govt. But recent times lo chala varaku clear chesaru annaru.

It was end of the term and work completed after jagan term. Basavatarakam is a free publicity for ysrcp. Simple marketing. It is good he is clearing bills for his contractors, leka pothe cbn vaste eam vundadu, same with jagan.

Contractors are the most affected ones. Because many of them are affiliated with a specific party and nightmare to get the bills released later. Heard this feedback from many that they suffered in this Govt. Some were afraid to take up works in last year because of the same fear of what if Govt changes ani.
