Of course lots of factors. 

One simple thing we forget is that wat every person wants is different. For people who make excellent money - Infrastructure, growth, City at International level, etc are important. For farmers - Water, electricity, and their well being is important. For lower Middleclass and middleclass - Opportunities, jobs are important .. For those who are lazy - Govt schemes for free money are important. We cannot say someone's want is higher than others. 

They will vote accordingly. ITs a very complex thing. Its not possible for Govt to satisfy everyone. Also there is fatigue factor. Even if a party is doing all these, people get bored with the same party being in power and want something else.
