US visa dependents adding to profile

Any one facing issues with adding dependents to visa scheduling 

 

My wife was dependent and it was not letting me complete application so I deleted her account 

Later I tried to add dependent again but it say record already exists and unable to add 

 

what kind of shitty website is that 

and there is no way of contacting a person to resolve this issue 

 

can any who dealt with this situation help
