Core team comprises of people from all over the country and work in office environment and they mostly analyze data and come up with campaign ideas

Where as the field team work on contract basis and are mostly local people , Their main role is to collect data and send to the core team. 

The field team work on a contract basis until the election  . This is a very common approach
