That’s not how alliance works.. he can’t do with winning 21 seats; it’s similar to winning 0 or 1( it has no value or will never) but if it works out well TDP will get into power!! This doesn’t require any thesis basic common sense.. either way PK will never be CM but atleast he’s helping (May not happen) projected good man win and projected fool out of power..!  This is all hypothetical if alliance wins if not nothing could be necessary.
