14th Finance Commission effectively removed the concept of Special Category Status.

Now a constitutional amendment is required

What is a Special Category Status?

Introduced in 1969 based on the Fifth Finance Commission's recommendation, 
the Special Category Status is a designation provided by the Central government to support the development of states facing significant socio-economic challenges or geographical disadvantages.

The states designated under Special Category Status (SCS) used to receive grants based on the Gadgil-Mukherjee formula, which allocated approximately 30 percent of the total central assistance to these states.

However, following the abolition of the Planning Commission and the recommendations of the 14th and 15th Financial Commissions, this assistance to SCS states has been integrated into an increased devolution of the divisible pool funds for all states. 

This devolution has been raised from 32 percent to 41 percent in the 15th Financial Commission.

Furthermore, the funding of centrally-sponsored schemes in SCS states follows a more favorable 90:10 ratio of Centre-State contribution, compared to the 60:40 or 80:20 splits for other states. These states also benefit from various incentives such as concessions in customs and excise duties, as well as preferential income tax rates.
