Now coming to the reason...For any politician who has substantial base never goes to Jail unless they have a bad blood with the CENTRAL GOV.. you can check history...Which Jagan does not have with the current BJP... So they have no reason to send him...

Just in case if CBI and ED proves the allegations and gets convicted, he will get in the best case 3 years ssimple imprisionment and average 2 years. As he already spent 16 months, he will only serve remaining months ie less than an year. 
 

Imprisionment only if Jagan decides nit to go for an appeal and if he appeals in higher court, it will just another day..
