If CM doesnt have power why this drama ? They can only repeal the act through the normal repeal process which is through assembly.

CM sign can't change ANYTHING. In fact, CM is not famous for their signatures, they can take decisions and it is the group of ministers that can take decisions but it has to be signed to law within 6 months.
