Texas - Diminished Value Claim

Does anyone know the rules of Diminished Value Claim in Texas? 
 

My friend car roof was hit a flying object during storm and car insurance company is fixing damages (roof change) for about 12,000$ as per Comprehensive Insurance Policy 

However the damage will be listed on Car Fax and so he is worried the car value will go down 

 

His insurance company said he is not eligible for Diminished Value Claim because this is not a collision claim where in a 3rd party was involved 

but it’s comprehensive claim where insurance company itself is settling 

 

did anyone face this issue?

Wow 12k is too high na 

We usually try to get it done if it’s around 2-3 k so that it does not get logged in carfax but 12k is high na

His car is new 2023 Rav Hybrid 

so car value (as per insurance is 32k itseems) 

so insurance is fixing it and he is paying 750$ deductible
