Why isn't the Rajya Sabha being represented by equal number of MP'S from each State Unlike US Senate Where all the states get the same voting power

Having the same number of MP'S represented from each state in Rajya Sabha will give equal importance to each state unlike the current Rajya Sabha System where the bigger states are benefitted

Coz India is a union, not a federation of states like the US. Union can change boundaries of the state anytime, whereas the US cant just do that.

But in this kind of system the small states won't have much power unlike the bigger states. 

Since the Lok Sabha seats are based on the population and Assembly Constituencies Which will benefit the highly populated states

At least the Rajya Sabha seats should be equally divided between states which will give the Smaller states some voice

If that is the case, then northies divide into more states and still get the number they need, thats how the union works...so equal importance to each state strategy wont work.

That is the reason why our Rajya Sabha system is of no use, Its just like the Legislative Council in States
