ఈనాడు, అమరావతి: జగన్‌ ప్రభుత్వ అరాచక పాలనలో పోలీసు శాఖ దుర్భర పరిస్థితుల్ని చవిచూసింది. ఆయుధాలు, వాటి కోసం వినియోగించే సామగ్రినీ పొరుగు రాష్ట్రాన్ని అడుక్కుని తెచ్చుకోవాల్సిన దుస్థితి దాపురించింది. వైకాపా ఐదేళ్ల పాలనలో పోలీసులకు అత్యంత అవసరమైన ఆయుధాలు, అనుబంధ పరికరాల (ఎమ్యూనిషన్‌)ను కొనుగోలు చేయనేలేదు. వాటి కోసం నిధులు ఇవ్వాలని సంబంధిత విభాగాల అధికారులు పదేపదే విన్నవించుకున్నా ప్రభుత్వం పట్టించుకోలేదు. కీలకమైన సార్వత్రిక ఎన్నికల వేళ అత్యవసర పరిస్థితుల్లో ఆయుధాలు, ఇతరత్రా సామగ్రి, పరికరాల కోసం ఏపీ పోలీసు శాఖ... తెలంగాణ పోలీసు విభాగాన్ని ఆశ్రయించాల్సి వచ్చింది. తాత్కాలిక ప్రాతిపదికన కొంత సామగ్రిని వారి నుంచి అరువు తెచ్చుకోవాల్సి వచ్చింది. ఒకప్పుడు పొరుగు రాష్ట్రాలకు అండగా నిలిచిన రాష్ట్ర పోలీసు శాఖను.. జగన్‌ దయనీయ స్థితిలోకి నెట్టేశారు. కాలం చెల్లిపోయిన, పాత ఆయుధాల స్థానంలో కొత్త వాటిని సమకూర్చుకోవడం, వాటిలో ఉపయోగించే సామగ్రిని కొనడం ఏపీ పోలీసు శాఖలో నిరంతర ప్రక్రియ. విధి నిర్వహణలో ఎంతో కీలకం కావడంతో ఏటా రూ.10 కోట్లకు తక్కువ కాకుండా వెచ్చించి ఆయుధాల్ని కొనేవారు. ఎప్పటికప్పుడు ఆయుధాగారాల్ని పటిష్ఠం చేసుకునేవారు. అవసరమైన అన్ని రకాల సామగ్రితో ఎలాంటి పరిస్థితుల్ని అయినా ఎదుర్కొనేందుకు సంసిద్ధంగా ఉండేవారు. రాష్ట్రంలో ఎన్ని ప్రభుత్వాలు మారినా అత్యంత ప్రధాన అవసరాలకు నిధుల మంజూరు ఎన్నడూ ఆగలేదు. జగన్‌ మాత్రం ఆయుధాలకూ నోచుకోకుండా పోలీసులను ఇబ్బంది పెట్టారు.

భద్రతతో చెలగాటం

ఘర్షణలు, అల్లర్లను అదుపు చేసేందుకు వెళ్లే పోలీసులకు హ్యాండ్‌ షీల్డ్‌లు, హెడ్‌ షీల్డ్‌లు, పాలీ కార్బొనెట్‌ షీట్లు, పాలీ కార్బొనెట్‌ లాఠీలు, బుల్లెట్‌ ప్రూఫ్‌ గ్లాస్‌లు తదితర పరికరాలు తప్పనిసరిగా ఉండాలి. అవి లేకుండా పంపించడమంటే వారి భద్రతతో చెలగాటమాడటమే. గత ఐదేళ్లలో ప్రభుత్వం వీటిని కొన్నదే లేదు. బుల్లెట్లు, రబ్బరు బుల్లెట్లు, టియర్‌ గ్యాస్‌ షీల్డ్‌లు, క్యాట్రిడ్జ్‌ల వంటి కనీస ఎమ్యూనిషన్‌ కొనేందుకైనా నిధులివ్వలేదు. ఫలితంగా పాతబడిన వాటితోనే పోలీసులు నెట్టుకొస్తున్నారు. 

చరిత్రలో ఎన్నడూ లేనంత దారుణం 

ఎన్నికల సమయంలో రాష్ట్ర పోలీసులు ఇబ్బందికర పరిస్థితులు ఎదుర్కొన్నారు. కొత్త ఆయుధాలు కొనకపోవడంతో ఉన్నవాటిని రాష్ట్రమంతటా సర్దుబాటు చేయలేకపోయారు. అత్యంత సమస్యాత్మక ప్రాంతాలైన పల్నాడు, చిత్తూరు, తిరుపతి, అన్నమయ్య, అనంతపురం, కర్నూలు, వైఎస్సార్‌ తదితర జిల్లాల్లోని సున్నిత పరిస్థితుల దృష్ట్యా.. మరిన్ని ఆయుధాలు, సామగ్రి, బందోబస్తు విధుల్లో ఉండే సిబ్బంది రక్షణ పరికరాల వంటివి అవసరం ఏర్పడింది. తప్పనిసరి పరిస్థితుల్లో తెలంగాణ పోలీసు ఉన్నతాధికారులను సంప్రదించి.. తాత్కాలిక ప్రాతిపదికన కొన్నింటిని తీసుకొచ్చి వినియోగించారు. ఒకప్పుడు దేశంలోనే అగ్రగామిగా వెలుగొందిన ఏపీ పోలీసు శాఖ చరిత్రలో ఎన్నడూ ఇంతటి దారుణ పరిస్థితులు ఎదుర్కోలేదనే చర్చ ఉన్నతాధికారుల్లో సాగుతోంది.
