1.5 lakh crores may be huge. We don't know the exact plan. If it is like London Thames river, it will cost. Musi river legth 240 km undhi.

You are right about 1-2K crore per each district. But you need to look at the ROI. When you have surplus amount, ROI thakkuva vacche places lo spend cheyyadam lo thappu ledhu. Hyd ni next level ki theesukellali ante ee project avasaram.

Agree with your 1st point, But migata districts meda govt pedda effort pettatle. Hyderabad capital kabatti dani meda ekkuva focus pettadam lo tappu ledu at the same time they should focus on other tier-2 cities, appude cities lo congestion, water problems taggi oppurtunities improve avtay in other regions, Even Hyderabad lo chusina except the west part of hyderabad other areas are not fully developed. 

Eppudu tier -2 cities meda invest chesina avvi develop avvali ante minium 10-20 years padtundi, that is why Govt's need to think long term
