I would prefer vti in this environment.

It has exposure to small and mid caps which do better during rate cuts.

You can go for XLK if you are looking for tech heavy which is less expensive than QQQ

XLK is not diversified unlike QQQ.. kocham returns takuvva yunna diversify ki velladam chala best...

If not trading, QQQM is best for less expense ratio.

I'm holding onto my IRA account as cash, waiting for market to dip a little to invest. Looks like it is all green and most trade at a high for the 52-week range.  Any good suggestions  please for long term investment? Looks like the market is not responding tariff threat also now.. Are you guys anticipating any small dip in a week or two?  Should I wait for couple of more weeks?  experts comments please.

Don't look at the market...look at specific companies.
