due to dodd frank laws which prohibits financial and investment organizations to move infra or critical systems control to any US person to offshore.

Offshore and Remote are two different things. 

Banks have security concerns. They block most ports on laptops issued to employees. No USB drives, etc.

When employees are in an office, everything is monitored. All traffic goes through their network and check points. Also when People are in their office (Whether US or India or somewhere else) they can easily trace if someone is compromising data - Like taking screenshots using Phone, noting down on paper, etc. This is the reason why even outsourced companies like Infosys, etc have a separate block within the Building with separate access and only consultants working for that client are allowed.

With remote work, even though employee has to use VPN to login to the network, they could still access internet blocked sites when not logged into VPN. They could easily compromise data.

Point enti ante why don’t they allow remote in India when they allow remote in US like Wells Fargo. Hyd lo they have a big development center but this has nothing to do with it.

In US you will use VPN with xfinity internet at home, in India you will use VPN with airtel internet. 
 

Wells Fargo aiyte very clear, you can work from Alaska/Hawaii also temporarily during vacation but not Mexico. I think it’s more to do with laws that critical data should physically not go out of US.
