Unless things move quickly from central govt there can be hardly any visible progress to be seen on the ground...

Financial situation is looking very bleak, no question. Bihar elections vunnay kabatti vallaki preference vuntadi for this year. Still that shud not discount anything, inka funds techukovali and let polavaram be built faster.
