how to get Health Insurance when missing 60 days period.

My friend came USA on end of May, 2024 . He doesn't have health insurance so far. He is trying to get the insurance now but Health insurance companies are NOT giving him because he already crossed 60 days period eligible under enrollment,  asking him to wait until Nov 1st. to get the health insurance plans for next year 2025.  He is not eligible for any special event to enroll now. But he need it now.  He is on H4 visa and they didn't apply through his wife's(H1b) employer( as he had plans to go back to INDIA with in 2 months. now he wants stay here. Her wife's Employer also saying that not possible to get now) 

Is there any health  insurance provider provides insurance for  him now. He just need basic plan for 2024.

me friend ki insurance kaavali ante ask him to stay with his plan by going to india for 2 months. Come to usa and tell I travelled no insurance and get insurance from shorterm health care.

They will ask Visa stamp I think. As it will be the proof of eligibility for enrollment.

Insubuy gaadu heal coverage  isthanu antunnadu H4 visa ki kooda. Is it good to take from Insubuy?. I know insubuy is for visitors but not for H4.

He doesnt have any plan now. he came recently first time. But, after 2 months Nov 1st, open enrollment will be opened.
