It is not negligence kaka,  problem is No infrastructure in India. Most of the vendors (Cable, Internet, Telephone) people has to use existing electric poles as it is cheaper and easy to remove. which was the root cause for this..

It all depends on the area and recovery of bills from that area. Ee area saaibula area laga agupisthandhi. Most of the saaibula areas don't pay the bills and wilfully default. Electricity department also doesn't care. General ga upper middle class to upper echelons lo society lo ee problem undadhu. Response kooda prompt ga untadhi.

Ind not doing any infra anna still many gov appices paakuru Patti vuntai. We never care about infra and maintenance
