Democracy is not. Corruption is a trait independent of the system of governance. It comes from within the individual's discipline and its perception in the society. Corruption is much higher in communist countries like Russia, Venezuela, belarus etc... Not all communist countries are corrupt...e.g., china. US has other word for corruption and is legal at lawmaking level called "lobbying".

You dont experience corruption in US at your daily life level in US...that doesn't mean its non-existent. Society's perception of it and acceptability matters a lot. Giving bribe is expected from both sides in India while it is not in some developed countries. The definition of right or wrong is completely dependent on societal acceptance, whether or not it holds any moral ground.
