Haha ... You are right in most areas that were built on occupied lakes .. But Mokila did not seem to have Lakes. Very clear titles. Its a failure of infrastructure .. no drainage or waste water management ... Not just mokila but its there in most areas ..

every village/area have local tanks and ponds and all these water bodies are interconnected. When ever it rains, small canals and nalas divert the rain water to these ponds. These are naturally formed drain system. 

Not just tanks and ponds, the approach canals which carry these waters are encroached completely and there is no way for the water from upstreams to drain.

The result is visible. Its very hard to build rain water drains in terrain places like Deccan, not because they won’t but its not easy to build. The only solution is to restore the canals and lakes
