U can do it look if u have done an oil change outside  an they don't report it...

or u do it yourself u who's is going to report to Carfax there are bunch of loopholes like that..

Do oil change ge outside and drive as much as u can    do an odometer rollback for 100$ boom u get car with 250k actual mileage but on odometer u see only 100k...

Some states dont requires emissions or inspections. Which state is this?

Not everything is reported to carfax.

But generally checking carfax while buying a used car is one checklist item as a formality just in case report chesunte thelusthadhi.
