If you can access EVM remotely, it means there should be a receiver integrated into the machine's mother board which can be operated at specified frequency, just like Bluetooth. 

That would invalidate the election mandate in entirety. Andhra majorities don't fit gaussian distribution at all, if you were go by previous election results. Excess kurtosis, even with the same population or voter set.
