I think there is Indian government and Ajit Doval behind Lawrence Bishnoi. It's simply not possible for the likes of Bishnoi to take on Underworld without state support or its resources. That's the craft that intelligence agencies use.

Again, Bishnoi is not seasoned criminal. His crime career for most to the time was tied to politicians side kick and then got jailed and moved jail and custodies. Even now he is in custody of NIA.
