Mostly true..

Redundancy is known in all companies.

I think the site is running on the platform developed previously. There were incremental upgrades, but that's about it. 

He can't roll out major features without lots of non - engineering roles like BAs, support etc

also there are no advertisers, it lost like 80% of the value. he can cut everything and shut it down and save even more.
