Looks like its an independent art project dedicated to fostering public discourse through provocative installations.

Police confirmed with NBC10 that the space was rented for 24 hours by the statue's creators but they asked for it to be disassembled due to its graphic nature. The statue was eventually taken down by the property owners on Kensington Avenue.
