The problem is a lot of immigrants to Canada pre express entry are e those that have family connections in Canada and a lot of Sikhs got in. Some of them are already into this activity due to the limited opportunities for economic progress and the baton was being passed. 

Then express entry during early days was a decent one and continued so till Trudeau happened. He cut down the points willfully to let a lot of people with questionable skills and below mediocre skills to come to Canada followed by a flood of so called "students"

The result is parts of Canada started to like "India"
