Policy wise this has been done in UK, Australia which used to have birthright citizenship. They changed the law that only if parents are permanent residents or citizens then only UK/Aus citizenship will pass to child. Otherwise child will get the citizenship of parents country. You basically submit parents proof like PR/Passport while applying for childs UK/Aus passport and the parents document has to show they were PR/Citizen during child birthdate.

Chances of it happening in US is very low to non existent since its in constitution. At best it will be taken to court and will be contested for many months/years.
