498A is ..cruelty towards a woman by her husband or the husband's family.....husband gf/romantic partner can't harass the petitioner's wife for dowry..only hubby n his first blood relatives can be fixed under this section as they can have free access to the household of husband...and can be considered beneficiaries...

Law is otherwise called ambiguity 

It depends on the individuals interpretation, In most cases related to constitution law  the judgements are given how the law has been interpreted... By the both parties..
