HMDA has only 40 crore limit but since the sponsor cost was more than that and secondly, they have to pay in dollars they should also notify RBI, but in the light of elections and thinking that they can inform after elections, authorities have completely forgot about it until RBI asked to pay a penalty of 8 crores for not following procedures.

Merits: KTR can easily say that it was the responsibility of HMDA authorities and he can easily get out of this but I think he is saying he is responsible for all the decisions. This is not related to money laundering or corruption because  ACB should inform ED and ED should provide evidence that’s funds has been either transferred to KTR account or KTR benefited from this or there is a quick pro involved.. 

result: KTR will be arrested and will be in jail for 1 months as per ACB court and BRS will go to high court and he will get bail.

Exactly. But even if it is corruption, ACB doesn't have the jurisdiction as per me. They can deal with bribery cases only.

By the way, the bold part is because HMDA was also run by his binami. Balakrishna. If he attacks his own binamis, he will be in trouble.
