They are being blamed because everyone went inside the movie theater and started watching movie including police. They left law and order inside the theater rather than patrolling outside.  Levantham is just a suitcase CM, when he did protests weren't there any karyakartha who died in that scenario. Because there were no prohibitory orders neither there was a ban….

Police denied permission for his rally/celebration but that does not mean denial of permission is equivalent to prohibitory orders. That means, he is free to go at their own…

Its not the question of fault here bit merely not following the order caused the stampede…inspite of permission denial, if Allu arjun decided to head to the theatre then whose fault is this ? Police or Aa ?

It came in news channels and he doesn't know about the incident until next morning

That is the confirmation we need. If he really went to the theatre after he was denied permission to go.
