Yesterday I was looking at Mohak Mangal video, where he shared how we took top to bottom approach while china took bottom to top approach wrt education. 

Initial Years of Independence was spent on establishing IITs rather than focusing on improving literacy rate wrt primary education and all; by doing that we fell off the tracks which I think of it as sane argument; 
also most of our focus on graduate degrees and hardly on trades; 

Germany is different, they focus on skill development which are employable, its individual choice for them to pursue higher degrees, ppl say that in germany associates degree = American bachelors degree, 

Germany Bachelors degree = American Masters Degree
Germany Masters Degree = Almost near to American PhD 
wrt quality of education they get.
