How does offshoring help India to become innovator? Indian education system is metamorphosed into a rot memorization hubs.

Engineers and Doctors are not of great quality as India chose to mass produce them without concern for quality. Indian business are not spending in R&D and neither our intellectual property rights are stringent enough. The government doesn't spend much on research. People want free monies and power.
