Because Baboru has already invested  in Bramaravathi but the cost to construct it will benefit baboru BENAMIS and will run state into more deficits. The ground reality is VIZAG had a headstart over Vijayawada and is very accepting of outsiders, so he wanted to focus on pushing Vizag as executive capital and defacto capital but still maintaining BR'AMARAVATHI by using existing infrastructure there. Wanted to move high court to Kurnool as Kurnool was supposed to be original capital after Andhra got split from Tamil Nadu, But Baboru pushed a lot of his people into judiciary from very early on.

His loyalist judges didn't allow the transfer of High court, frequently paused plans to start executive capital in Vishakapatnam through continuous stays. Then Jagan lobbied with Shah and moved Judges cheekati Manvendranath Roy, Duppala venakata Ramana transferred. Both these judges were guided by NV Ramana CJI who was another Baboru loyalist. NV Ramana daughters hold good amount of land at discounted price in Bramaravathi. NV Ramana when in United Andhra High court, ensured transfer of check power to Baboru from NTR.

 

What do governments do with land? They either sell it or mortgage it for monies or give it away at discounted prices to those they want, and announce new projects near it. Land is the real currency, not that paper note with Gandhi Tatah🚬😎

There is nothing in this world that doesn't have a price. Even scrap is sold and there are always buyers lined up.

Buy out the EC team(state level, dist even election apicer, collector), they can manipulate 10, 20, 25% prepolled votes in each machine just before voting start time on the voting day, in the doubtful or marginal constituencies .

It's possible. But in Maharastra, Ravindra Waikar's BIL was caught accessing EVMs using Bluetooth. An FIR was filed against him in this regard. Don't know where it goes to, because it's against BJP.

Then there is Baboru IT advisor Vemuri Prasad, who in the past demonstrated EVM hacking with his two other American colleagues. His appointment itself appears to be take care of EVM numbers and ensure smooth manipulation. Days before counting, Baboru and MAALOKAM disappeared for sometime without trace, my hunch was they oversaw this operation, that time.
