cost, raw materials, time and most importantly skill are major factors. House prices will be 4X higher than what they are now. Not a civil person or even closer to that profession

To answer your question with the knowledge I have (may not be right), costs are significantly higher in the US. Also, Texas weather ki insulation and maintenance (cracks and repairs) ki ekkuva avuddi antaru. If you do not have a problem with it, you can go with it.

wood is super cheap, cost of construction is very fast within few months, 

concrete is expensive, time taking process, also not climate friendly. this is just not texas, applies to the nation as whole.

Still interiors u need insulation and wood ... hence cost will be thru the roof.... if the cost of house is more then insurance will be thru the roof ....

Concrete is more expensive than wood in the US. In India, regulations are not as strict as that of US. In the US, you need to use reinforced concrete (certain percent of steel in concrete). The construction codes are different for different states. But the bottom line is wood is more abundant in the US, it is resistant to hurricanes because it is more flexible than reinforced concrete. If you still want a house with concrete you can build it. It involves more skilled labor to build a concrete house than in India.
