Brother asking 4 lakh ruppes( 5000$ approx)

He is not educated, so working in some factory as wage worker, got some health issue to his daughter, asking 5000 $ rupees, i doubt he repays easily.  and read in AFDB moeny will spoil relations ani. So want to be cautious. Already sent his daughter lot of toys from once upon a child. 😁( I told them in transit it got spoiled). 

How to take promisory note or some written agreement so he cant take advantage later. How to politely handle this situation.
