This language suggests that children born to those on work visas L1s, H-1B will not become US citizens unless one of the parents is a citizen or green card holder. So, if both parents are on H-1B or other work visa, children born 30 days from now in such families won't become US citizens per this order. This executive order is widely expected to be struck down by courts though. 1 Quote

Courts will not give verdict instantly it takes minimum 2 years ... until then Thata will have timepass.... If the constitution can be modified by EO then Biden could have fingered in 5th Amendment... Quote
