It's not about constitutional change at all. It's arguing about the jurisdiction thereof. EO interprets that US constitution have limited jurisdiction on temporary workers and illegals therefore, "Jus soli" shall not apply.

Constitutional amendment will be only thought of, if supreme court strikes the EO down.
