Many Lawsuits will be filed, then all the suits will be bundled into one issue in front of Supreme Court. But the Supreme court is very right-leaning now. if they say this interpretation of Amendment 14 is ok, then all H-1B's are cooked. 

Also the media is concentrating on deportations and other things that Trump is going to do, they are not interested in H-1B folks and their issues. Nobody seems to care about issues of H-1B most NGOs and Dem leaning folks are interested in saving the illegal folks and their rights etc.
