they are simply saying that if a kid born to illegal or temporary visa person they need to wait until their parents get GC & Citizenship.

if not legal parents kid will be treated as a visa dependant and illegal kid will treated as undocumented alien.

He is saying GC don't fall under jurisdiction according to the 14th amendment. Meaning GC don't take part in jury duty like USC. So GC don't fall under jurisdiction. Hence their kids don't fall under 14th amendment.

yeah. maybe the bill will clarify it better. should not ideally effect GC holders as they will eventually take citizenship if they want
