Issue: student was reportedly not wearing underwear(drayer) inside, immigration and security suspected that he has intention to piss on his fellow passengers, and by not wearing a drayer he can easily take his willy out while fully drunk without any struggle and piss at seat itself. They could establish his intensions during secondary inspection, they asked him to go back. None of the India bound flight were ready to take him back to India as he might damage the reputation of the airlines by pissing. So the ICE deported him to Columbia, washed off their hands.
