Yes you can put a Dr. in front of your name, however for most purposes when someone says they are a doctor they are an MD or DO etc. He's neither, so he's just blabbering. Quote

Doctorate degree doesn't mean you are a medical doctor and yes most people when they say I am a doctor, that means they are a medical doctor. He's clutching at straws now. Quote
