this would have technically moved the ead filing to post i140 approval rather than waiting till dates becoming current. Yes. Dependency on H1b and employer would have been removed which was precisely the intent of the EO.

H4 ead kaadu. This woild have helped primary applicant as well.

The derailment of this EO has costed a generation of immigrants. Obama time had least resistance and our own IT serve stopped this only causeof greed and wanting to retain h1b dependency on employers.
