Test market is the GC process. I am not talking about the process here. The actual rule of H1B. You(employer) need to establish that there is no US citizen available to do that work. With GC, its well defined process.

With H1B, there is a rule, but no process. Andhukay its all in the air and they can reject the petition at their own will showing this rule

I have seen hundreds of such posts over the past few years. Even if we don't report, there are people observing these posts now.
