Applicants are expected to receive the sanction notices and one month’s service notice by mid-February

A total of 1,600 employees (both executives and non-executives) of the Rashtriya Ispat Nigam Limited (RINL), the corporate entity of Visakhapatnam Steel Plant (VSP), are said to have applied for the Voluntary Retirement Scheme (VRS) offered by the management as per the Ministry of Steel guidelines.

Out of them, 660 are said to be executives and 940 non-executives.

According to sources, the total number of regular employees is 12,300, including 3,900 executives.

As per the guidelines, 4,000 employees out of 12,300 are eligible for VRS. An employee who is 45 years of age is eligible. The scheme was open till January 31.

Applicants are expected to receive the VRS sanction notices and one month’s service notice by mid-February.

The significant number of applications has surprised many, especially after the Union government announced a financial package worth ₹11,442 crore.

“Around ₹506 crore is said to have been allocated for the VRS applicants. Out of 1,600 applicants, around 1,200 may get the VRS sanction order,” says Janashakti Mazdoor Sabha general secretary V. Srinivasa Rao.

“The steel plant once had a turnover of ₹28,000 crore and an operating profit of ₹940 crore when the Central government announced its disinvestment plan in January 2021. Senior employees are leaving in the name of VRS,” he says.

“The employees are unhappy with the package, financial problems in all these four years, work stress, delay in salary payment and health issues,” says Visakhapatnam Steel Executives’ Association general secretary K.V.D. Prasad.

“The steel plant’s permanent workforce, which is much lower than other steel plants in the country, will gradually be reduced in future. The reduced workforce can handle only three blast furnaces. The third one will be restarted in June-July as informed by Steel Minister H.D. Kumaraswamy. So, the existing employees will have to work under severe stress to handle all the three furnaces. This is one of the main reasons behind the VRS,” says an applicant on condition of anonymity.

Workers are ready for any sacrifice for protection of Visakhapatnam Steel Plant, say Visakha Ukku Parirakshana Porata Committee leaders

While demanding allocation of captive mines and a halt to termination of contract workers, they allege that the Union and the State governments are clandestinely trying to privatise the steel plant

Leaders of various trade unions staging a protest at the Gandhi statue, near the GVMC, in Visakhapatnam on Tuesday.

Demanding allocation of captive mines and a halt to the termination of contract workers in Visakhapatnam Steel Plant(VSP), Visakha Ukku Parirakshana Porata Committee (VUPPC) chairman Ch. Narasinga Rao said that the steel workers are ready for any sacrifice for protection of the steel plant.

A Maha Dharna was organised by All Trade Unions to mark the completion of four years of relay hunger strikes at the Gandhi statue, near the GVMC, here on Tuesday. Representatives of CITU, AITUC and INTUC participated in the protest.

Addressing the gathering, Mr. Narasinga Rao alleged that the Union and the State governments, while saying that they would protect the VSP, were taking measures clandestinely for the privatisation of the public sector steel plant. While the steel workers were demanding allocation of captive mines, the government was saying that it has given a financial package of ₹11,440 crore and celebrating it as a ‘great achievement’, he said.

Mr. Narasinga Rao explained that not even a single paise from the ‘package’ was utilised for production, to procure raw materials or to pay salaries of the workers. The entire package was taken back by the Centre in the form of recovery of outstanding debt, to clear loans to banks and in the name of GST. He alleged that the efforts were being made to terminate the services of all the 5,600 contract workers of VSP, in a phased manner, for the release of the remaining funds through the ‘financial package’.

He said that the VUPPC would not tolerate the termination of contract workers. Already hundreds of permanent workers were retiring from service, and around 1,200 workers have taken Voluntary Retirement Scheme (VRS). He wondered how it was possible to ensure production when contract workers were also removed from service.

He said that the NDA government in the State while saying that it was committed to the protection of VSP, was seeking captive mines for the proposed Arcelor Mittal Steel Plant in Anakapalli district, instead of demanding captive mines for VSP. The only way to save VSP was to allocate captive mines or merge it with Steel Authority of India Limited (SAIL), he said.

VUPPC leaders D. Adinarayana and Manthri Rajasekhar spoke.

Earlier, the steel workers staged a half-naked protest.

CITU district president K.M. Srinivasa Rao, AITUC district president M. Manmadha Rao, INTUC district general secretary Neerukonda Ramachandra Rao, CFTUI All India president N. Kanaka Rao, YSRTU leader R. Anil Kumar, AIDWA district president B. Padma, Shramik Mahila convener P. Mani, DYFI district secretary Santosh, Public Sector Protection Committee leader S. Jyothiswara Rao, Steel Plant union leaders U. Rama Rao, N. Rama Rao, G. Appalaraju, Padala Ramana and Satyanarayana were among those who participated in the protest.

State-level protest on June 9 against Visakhapatnam Steel Plant management over removal of contract workers

A State-level protest will be held on June 9 against the management of RINL-Visakhapatnam steel plant for removal of contract workers, Visakha Ukku Parirakshana Vedika state JAC leaders said here on Sunday. The coalition government at the Centre announced a ₹11,400 crore package for the steel plant, but did not spend a single rupee on the plant or the employees or the contract workers. Instead, it has started unethically downsizing workers, said CITU Visakhapatnam district general secretary R. K. S. V. Kumar, INTUC district general secretary B. Nagabhushanam and AITUC district president M. Manmadha Rao. The plant has laid off about 3,500 contract workers and is planning to lay off more workers, they said.
