No, it's not because of USMCA. It's because Canadians are generally  visa exempt. Mexicans need visa even when they are part of USMCA. You can read it here

yes...mexican's have TN and E visa but don't have POE approval..they have to go thru uscis

That's what I'm saying. They need a Visa Canadians don't because they are VISA EXEMPT. it's NOT because of USMCA. So, if tomorrow USMCA or NAFTA is removed, Canadians working on H1 and L1 are NOT affected in any manner whatsoever. Is that clear ?
